Official website of Kerala Motor Vehicles Department has lots of useful features such as Vehicle details search, License details search, Allotted Vehicle Registration numbers of all RTOs and Sub RTOs in Kerala etc. The site publishes timely details of relevant rules of Kerala Motor Vehicles act, details on how to obtain a driving license in Kerala and details of how to register a vehicle in Kerala. The site has an online applications section where online applications for driving learners test, Driving license renewal, change of address in the Driving License and request for duplicate RC books can be submitted online. The website allows users to submit all requests online, which otherwise needs to be submitted in person at the RT offices in Kerala.

I am an ex-serviceman, I applied for change of adress in my existing licence which is I holding MP state Govt. An appl and org licence submitted at thiruvalla RTO office on 17 May 2011 and deposit the fee of 250 Rs in r/o change of address. As per the reciept delivery date of licence is 21 May 2011. Till on this date office not issue me a kerla state licence.
